Yes. The winner is drawn with your browser's cryptographic random number generator before the wheel moves, and the animation then lands exactly on that slice. Every entry has the same chance unless you give it a weight, so timing or how you click cannot steer the result.

Yes. Add an asterisk and a number after the entry, for example Pizza*3. That entry gets a slice three times as big and three times the chance of being picked. Weights go from 1 to 10.

Press Remove in the winner pop-up, or open More options and turn on Remove winner after spin so every winner leaves the wheel when you close the pop-up. The undo button under your list brings an entry back.
